Summary:
Shelter World was part of a Red Cross Exercise that spanned the whole East Coast.  Maryland had participation all over the state.  Our Chapter chose to participate by opening a shelter at our Chapter building, and running normal shelter operations, while at the same time inviting the public in to tour the shelter.  During the exercise, we were commuincating with other Red Crossers by radio, opening and reporting on shelters in the National Shelter System, and practicing fixed and mobile feeding. 
Besides that, there were stations set up to explain the essential shelter functions.  Over 100 people came through to tour the operation, and 88 people (almost all volunteers) participated in "running" the shelter.  We were honored to have the Mayor of Baltimore, Stephanie Rawlings-Blake, come and say a few words.  Very Special thanks to Department of Housing Director Reggie Scriber & his staff, Maryland Department of Human Resources Director of Emergency Operations Pam Spring & her staff, and Mayor's Office of Emergency Management Director Bob Maloney & his staff.   Very, Very special thank you to George Blevins & his team from the Southern Baptist Convention Disaster Relief, Judy Bezon from Church of the Brethren Childcare, and the team from the Charles County Animal Response Team!!!!!!!!  We are so honored to work with you every day, but especially at Shelter World 2011!

I just wanted to congratulate everyone for a wonderfully educational event that you hosted on Saturday. The two hours I spent moving from station to station was time VERY WELL SPENT!!! It was an excellent presentation on so many different levels, as a responder, companies / individual’s that make or may consider making monetary or volunteer contributions. These are the instructions for Saturday and some preparatory and general instructions for this week (Shelter World “Hell Week”).

 

These instructions are for the over 40 people listed in this document below. 

 

We will hold coordinating conference calls on:

Tuesday June 7 at 5 PM

Wednesday June 8 at 12 Noon

Thursday June 9 at 5 PM

All set-up should be done by Friday 5 PM

 

On Saturday the people specifically listed below PLEASE ARRIVE AT 6:30AM!!!!!  This is a change from the original instructions!  This is because we will have a TV news crew here at 7 AM.  We have promised them a “working“ operation.

 

The rest of the plan is unchanged.

Please wear Red Cross clothing.  If you need help with that, call Bethany.

 

Please park in the parking lot of the HUGE church next to the Red Cross.  Please park in the corner of the lot closest to the entrance of the ARC Parking Lot. The ARC parking lot in the back is closed.  The parking lot in front and on the street is for people coming for the tour.

 

All hosts, guides and people listed below should Check-in at Emergency Services

Here are the instructions for each stop on the Shelter World Tour and for the Guides:

 

Please see map for lay-out.

 

Welcome Area

The “Welcome Area” for those coming to take the tour will be outside the front of the building, off to the right if you are facing the building.  At the “Welcome Area,” we will have an open ERV that people can peek in.  We will have a 10x10 tent with water and coffee.

 

Vanessa Kirkland will be the “Welcome Area” greeter. 

She will have sign in sheets where people will sign in on tour roster sheets.  The plan is for a tour to start every 9 minutes.

Vanessa  will introduce herself to small groups, and explain:

-          That they will be experiencing what it would be like to be in a shelter, and what they would see if they were in a shelter

-          That they will go on a tour with 9 stops that will showcase the key shelter responsibilities: Logistics, Registration, Health and Mental Health Services, Child Care, Shelter Manager Responsibilities & Communications, Dormitory Area, Pets, and Feeding.  At the last stop, they will eat lunch in the “cafeteria”.

Vanessa will then assign one of our tour guides to each group.  Tour Guides should be waiting at the “Welcome Area” for a group that Vanessa will assign.

Tour Guides are:  Greg Myers, Libby Myers, Marc Ebersberger, Ken Waldrop, Kathy Harget, Brian Hart, Diana Hart, Larry Freeland, and Deb Freeland.  Tour Guides, Please use the attached map to circle through the building.  Please come back to the “Welcome Area” for another assignment after you drop your group off at lunch.

 

EACH STOP ON THE SHOULD BE NO LONGER THAN 9 MINUTES!!!!

 

Tour Stop 1:  Shelter Logistics

Louie Jerez and Ken Smallwood will be manning this station, which will be outside the front of the building off to the left if you are facing the building.  There will be an open sheltie to show logistical stuff, and pictures of disaster logistics posted on the sheltie.  Louie will talk about what disaster logistics is, and Ken will talk about what he did in Joplin.

 

Tour Stop 2: Registration

Wendell Baxter and Angie Gallas will be manning this station.  It will be set up at a table in the lobby of the building.  There will be a projector set up to assist their presentation.  They will explain:

-          What happens at registration

-          Show a shelter Registration Form

-          Explain the Goal of Sheltering:  SAFE, SANITARY, SECURE

-          Discuss shelter rules

-          Talk about Security (partner with the government to get security, or hire security if necessary.)

-          Mention that Red Cross may be working with Government Partners at the registration desk

-          Demonstrate the ARC Shelter I-Phone App

 

Tour Stop 3: Health Services and Mental Health Services

Phillip Bovender, Nayna Philipsen, Eva Sivan and Elena Acs will man this station.  They will be in the Boardroom.  There will be a Functional Needs cot in there, maybe a wheelchair, and a poster of the Psych First Aid Triage Card. 

They will talk about:

-          What medical needs clients have in shelters, and how Red Cross helps with that

-          Mention Functional Needs planning

-          Talk about the need for mental health professionals to be available for clients and staff

 

Tour Stop 4: Child Care

Representatives (Judy Bezon) from the Church of the Brethren Disaster Child Care will be in Room B to talk about what they do and how they do it.

 

Tour Stop 5: Shelter Manager / Sheltering Management / Radio Communications

This will be in the EOC.  There will be 3 stations at this stop. 

The first station will be manned by Rebecca Tucker, who will be the Shelter Manager.  She will mention:

-          That she oversees all key shelter responsibilities (or all of the other stations) and making it all come together

-          Does building inspection

-          Talks about when you would have a Red Cross shelter manager, then introduces our government partner shelter managers, and talks about when they would be the shelter managers.  (Rebecca, we will talk more about this.) She will introduce Valerie McKeever as our local gov partner for Baltimore City – Dept of Housing (Office of Ombudsman) and Karen Stafford – State govt partner from Department of Human Resources.  We will give them the opportunity to speak briefly. 

 

The second station will be manned by Pat Miller, who will talk about managing sheltering for an entire  disaster relief operation. She will discuss:

-          That she is actually “off site” at disaster relief headquarters

-          What a DRO HQ is

-          She will show on a projector the National Shelter System (NSS)

-          Pat will ensure that the “shelter” is open in NSS and closed inns at the end of the EX

 

The third station will be communications, manned by Jim Elliott and Henry Katz.  He will discuss:

-          That he represents back up communications at shelters, or headquarters, or EOCs or other sites.

-          That he works with other Amateur Radio Operators Groups

-          That for this exercise, he is talking to other groups in Maryland – and please try to have them say hi through the radio

 

Tour Stop 6: Dormitory Area

Casey Dutton and Pat Shaw will man this area.  They will be set up in the garage with a few cots and a projection of what sheltering dorms look like.  They will have a sheltering pallet with shelter kits out.  They will discuss –

-          What goes on in a dorm

-          This is where residents sleep and can spend their time

-          They go to and from their jobs, carry on with their lives, coming and going while living at the shelter

-          Lights out time and other rules

-          Why donations management is important

-          Show a projection of “Safe and Well” and explain how we don’t tell who is in the shelter, we try to get residents to push information out to their networks, through safe and well, and by trying to get or keep residents cell phones charged

 

Tour Stop 7: Pet Sheltering

The Charles County Animal Response Team (Edward Tucker) will man this stop.  It will be out in the back parking lot near the garage.  There will also be representatives of the State Animal Response Team (SART) present (Jacob Casper and Ollie Davidson)

 

Tour Stop 8: Feeding (Meal Preparation)

Jim Gourley, Charlie Miller, Sal Culotta, Amin Muhammed, Wendy Welles, and Jean Wu will man this tour stop.  Charlie Miller will liaison with the Southern Baptists, and organize Amin, Wendy and Jean to deliver the food to the 2 local shelters.  We will give you details about Jim Gourley will talk about:

-          What is mobile feeding and the delivery of meals to “other shelters

-          What we are doing for the exercise

-          Introduce the Southern Baptists (George Blevins) will discuss their operation

 

Tour Stop 9: Feeding (LUNCH!!!  In the “cafeteria”)

Red Cross Staff will be on hand to answer questions, and a recruiting booth will be set up. 

 

Other Information:

 

 I’d also like to mention that Adam Zurgable will be there taking official shelter world pictures, Lenore Koors, Gonz Hernandez, Kevin Burr, Leslie Fries and Bethany will be general support.  Fred Rigger will serve as the official host and focus on VIPs. He will have assistance from The Advancement Department (exact names TBD)

 

We expect significant media attention.  Doug Lent and others (TBD) will be on hand for that.  We will also have other Fin Dev staff on hand to meet with visiting donors.

 

We will have Cheryl Abreu on hand Friday and Sat to coordinate Ready When the Time Comes support.  We have groups helping with set-up and tear down.

 

The HR /OV office (Pam Tice) is working the Staff Services function during the EX.  All people listed in this document should be assigned to the operation via DROMIS.

 

The MD VOAD will hold its June meeting immediately following Shelter World in Class Room B (Where Child Care will be)
